These areas are the tallest point of the station .
Decks 6- - Deck 54 Fleet Command Shared with Legion Command
Fleet command offices and quarters are here as are offices for Legion command and Legion command level officers over Captain and above.
Decks 54- 99 Station Command Offices and Command Platform
Station command offices and quarters are located here as is the the primary command platform
Decks 100 - 450 Engineering
The engineering section of the station houses everything from computer cores to generators along with sensor controls and all engineering offices, maintenance points, and research labs.
Deck 1034 - Deck 1160 for Commerce
We are one of the only central locations for trade and commerce. You'll find the main promenade here and a variety of commercial areas and tradesman/craftsmen, holodecks,
Decks 761 - Deck 1033 Housing / Deck 1161 - Deck 1430 Housing
The housing on the station contains living quarters for officers, enlisted personnel and civillians.
Deck 1034 - Deck 1160 for Commerce

Deck 1431 - Deck 1700
Most Starfleet ships, depending on need can 'drydock' inside the station for needed repairs and refits. There are external docking areas that are going to become part of Cyrga's ship building capacity. These decks will also house shuttle bays, probe launching facilities, fighter bays, and any auxillary maintenance needed to maintain vessels of any size.

Decks 2001 - 2010 (outer ring)
The inaccessible areas are not just areas that are "unusable" - the majority of these 200 decks are just that. However, this area, because it is more or less unusable also includes offices for Fleet Intelligence operations. These areas are restricted.
Decks 2011-2099 (middle ring) - not accessible - unihabitable
Decks 2101 - 2200 (innter most)
Also in these inaccessible areas lies the organic essence that is Cyrga. Fleet Admiral Cerywyn is the only one that's ever been in that part of the stations guts and even then had to be led by one of the guardians.
